Job Title: Head of HSE
Location: Dubai, UAE
About the Company:
Our client is a rapidly growing design and manufacturing company, who have transitioned from a small warehouse setup to a state-of-the-art manufacturing facility in Dubai. The company operates globally with operations in the UAE, KSA, Singapore, and plans for expansion.
Role Overview:
We are seeking an experienced HSE leader to drive a transformational safety and compliance program across their operations. The successful candidate will establish a proactive safety culture, design and implement integrated HSE systems, and ensure full compliance with UAE regulatory standards, Dubai Municipality, and Civil Defense requirements.
Candidates who are available immediately or at short notice are highly preferred.
Key Responsibilities:
Lead the ongoing development and implementation of a fully integrated HSE management system across design, manufacturing, fit-out operations, and new branches internationally.
Drive a cultural shift from reactive to proactive safety through training programs, toolbox talks, safety campaigns, and visible leadership across all operational areas.
Collaborate with consultants, contractors, regulators, and government authorities to ensure compliance with UAE HSE and environmental standards.
Manage facility transitions and operational setups, including emergency response systems, fire detection/protection, maintenance cycles, inspections, and SOPs, ensuring uninterrupted and compliant operations.
Introduce and maintain structured audits, inspections, reporting processes, and corrective actions to improve hazard identification and workplace resilience.
Lead continuous improvement initiatives focused on incident prevention, risk reduction, and operational excellence in HSE performance.
Manage and mentor a team of 20 HSE, security, housekeeping, maintenance, and emergency response staff, embedding and sustaining HSE standards across all operations.
Qualifications & Skills:
Proven experience leading HSE transformation in manufacturing, facilities management, fit-out or similar operational environments.
Strong knowledge of UAE HSE regulations, Dubai Municipality, and Civil Defense standards.
Experience in designing and implementing integrated HSE systems and safety culture programs.
Strong leadership, communication, and stakeholder management skills.
Ability to lead multidisciplinary teams and drive measurable improvements in HSE performance.
Reporting To: CEO / Operations Director.
